ARTICLE IV - MEMBER RANKINGS, MARKING AND PROMOTION QUALIFICATIONS

ARTICLE IV

MEMBER RANKINGS, MARKING AND PROMOTION QUALIFICATIONS

Section 1. MEMBER RANKINGS.

The member rankings of this organization are as follows:

A. INTERNATIONAL CHARTER GRAND MASTER FOUNDER (ICGMF). The ICGMF, being the highest rank in the organization has an absolute and discretionary power. He is bequeathed the power to act on behalf of the CAGBII in urgent matters which may arise, provided that his action is reported to and confirmed at the next general CAGBII meeting. His duties and responsibilities would include:

1. He administers, manages and directs the organization to carry out its purpose and objectives. This would include managing the organization’s financial affairs, including approving the financial statements for presentation to the members at the General Meetings;

2. He delegates responsibilities and co-opt members when necessary. The ICGMF provides the diversity of tasks to ICNFs and CNFs appointed and promoted;

3. He ensures that all members follow the rules and regulations pertaining to the organization;

4. He convenes the meetings and establishes whether or not a quorum is present;

5. He chairs meetings, deciding who may speak and when;

6. He oversees the operation of the organization.


B. INCORPORATOR CHARTER NATIONAL FOUNDER (ICNF). The ICNF’s are part of the governing body that rules the whole organization. Each of them has been vested with independent tasks, which establishes and promulgates rules, policies, standards and regulations to efficiently manage and carry the goals and objectives of the corporation, in line with the Constitution and By-Laws of CAGBII. In the event that the ICNF will not be elected as part of the National Executive Council, as stipulated in Article VII hereof, the ICNF will become a Board of Director or Adviser of CAGBII, having a core responsibility of maintaining stability, establishing peace and order, partaking in important decisions and empowering the whole brotherhood towards a better and a greater organization.

The ICNFs has an absolute duty to the organization. This absolute duty has three aspects:

1. Duty of Care and Concern which constitutes one of the following:

a. Attendance to CAGBII called meetings.
b. Participation in any deliberations and in any voting matters called for.
c. Showing an independent judgment when voting.
d. Awareness and being informed about all organizational activities.
e. Relying on trustworthy sources of information.
f. Delegation of works only to responsible persons.
g. Following up regularly.
h. Fulfillment of these obligations honestly, in good faith, and with the care of an ordinarily prudent person in similar circumstances.

2. Duty of Allegiance which primarily relates to:

a. Conflicts of interest. A major responsibility of ICNF is the obligation to avoid conflicts of interest. They must provide undivided allegiance to CAGBII and its mission. The existence of occasional conflicts is unavoidable, but those conflicts must be properly handled:

i. When an ICNF has an interest in a transaction, he or she should disclose it in advance of any of the organization’s action. The ICGMF should consult either with the CAGBII National and International Presidents, the other officials, or any advisers about how to handle the conflict or potential conflict of interest.

ii. If the organization deems the matter to be of sufficient concern, the organization will ask the ICGMF to have the ICNF completely recuse himself or herself, abstain from discussion of the matter, or refrain from participating in any vote related to the matter.

b. Confidentiality. An ICNF must maintain in confidence whatever information the organization desires to keep confidential and that it treats as confidential. An ICNF should not disclose information about the CAGBII’s legitimate activities, unless the information is already known to the public or is part of the public record.

3. Duty of Obedience is the duty to adhere to the organization’s purpose. The ICNFs have a duty to ensure that their organization remains obedient to its stated purposes and does not act without authority granted in its Constitution and By-Laws. The ICNF, since their authority is derived from the CAGBII’s delegation, must also remain true to the organization’s purpose, for if they act outside their authority, they violate this duty of obedience. The CAGBII’s corporate purposes are contained in the organization’s Certificate of Incorporation, which is available for viewing anytime upon request.

a. Illegal Activities. The ICNF cannot ignore potentially illegal activities. If an ICNF believes that some activity of his or her Chapter of concern or of the CAGBII generally may not be legal, he should bring the matter to the attention of the ICGMF, with a demand for an investigation. If ignored, the matter should be brought to the full Council. The Council’s decision should determine if disclosure outside the organization is required or if resignation is in order.


C. CHARTER NATIONAL FOUNDER (CNF). The CNF shares the same responsibility with the ICNF. The only thing that differentiates them from ICNF is that the CNFs are not part of the Incorporators (building blocks of the organization) which was documented in the SEC registration.

D. NATIONAL CORPORATE FOUNDER (NCF). The NCF is empowered by the CNF, being the next in line to ensure that all functions of the organization are effectively carried out maintaining a good name and a respectable reputation. Additionally:

1. He assists the ICNF/CNF in overseeing the welfare of the members of the organization;

2. Unlike the ICNF/CNF, the NCFs do manage most of the affairs of their Legion Chapter’s day-to-day activities;

3. In the absence of CNF for whatsoever reasons, the NCF is tasked to carry out his duties and responsibilities.

E. NATIONAL FOUNDER (NF)

1. The NF is empowered by the NCF to oversee the management of the Groups under the Legion;

2. The NF coordinates with the Legion for proper reporting of any of the given responsibilities by the NCF and CNF;

3. In the absence of the NCF, the NF will carry out his duties and responsibilities.

F. MASTER FOUNDER (MF)

1. The MF is tasked to oversee at least three (3) Chapters under a group who belongs to a Legion;

2. The MF coordinates with the National Founder to effectively carry out the ordeals of the Group;

3. In any cases that the NF of the group is unable to perform his tasks, the MF is expected to carry out those responsibilities.

G. FOUNDER (F). This is composed of senior members of the Association coming from the rank of Ranking MAGIC Group with active participation in the organization and having been recommended by a higher rank, who shall then take exclusive charge of indoctrination rites.

H. GRAND SUPREMO (GS). A title given to the highest incumbent National Official of the organization whether coming from the Supreme Godfather (SGF) Supreme Godmother (SGM) Group or MAGIC Group

I. SUPREME GODFATHER (SGF) / SUPREME GODMOTHER (SGM). They are the commissioned officers of the Armed Forces of the Philippines (AFP), Philippine National Police (PNP), Bureau of Fire Protection (BFP), and Bureau of Jail Management and Penology (BJMP) with at least one (1) year of active membership.

J. SENIOR RANKING MAGIC GROUP (SRMG) / SENIOR RANKING LADY GUARDIANS (SRLG)

1. A title endowed to former RMGs who have proven their leadership and loyalty to the organization.

2. In case of the absence of the Founder, the SRMGs will take lead.

K. RANKING MAGIC GROUP (RMG) / RANKING LADY GUARDIANS (RLG). This is composed of selected civilian members who are professionals and/or respected leaders of the community having rendered exemplary service coming from the rank of MAGIC Group who are equivalent in rank with the Senior Godfather/ Senior Godmother.

L. MAGIC GROUP (MG). This is composed of civilian members who possess special skills and technical know-how who are willing to render services beneficial to the association.

The word “MAGIC” is an acronym, which stands for:

Magistrate Advocator of Grievances for Impotent Citizens.

M. GODFATHER (GF) / GODMOTHER (GM). This is a title given to members who are enlisted non-commissioned officers of the Armed Forces of the Philippines, Philippine National Police or from Bureau of Jail Management and Penology with the rank of duty Sergeant to Master Sergeant coming from the lower ranks;

N. ADVISORY BODY (AB). A title given to members who did not subject themselves for marking/tattooing for personal reasons. They will be honorary members who are duly recognized as part of the organization but limited to their rights to vote and be voted for higher positions.

Section 2. MARKING OR TATOOING.

All members and officers of the organization will go through the process of marking (tattooing) to follow the tradition of becoming a full-pledge member. This is a mark of lifelong dedication and oath, and of upholding whole-hearted acceptance, dedication and being true to what GUARDIANS represent, rather than just a body ornament.

A. GENERAL MARKINGS:

G - (Gold) symbolizes the PNP/BFP/BJMP
B - (Blue) symbolizes the Philippine Army
R - (Red) symbolizes the Philippine Constabulary
N - (Navy) symbolizes the Philippine Navy
A - (Air) symbolizes the Philippine Air Force
C - (Coast) symbolizes the Philippine Coast Guard
M - (Maroon) symbolizes the Philippine Marines
MG - Magic Group
LG - Lady GUARDIANS

B. SPECIAL MARKINGS:

ICGMF - International Charter Grand Master Founder
ICNF - Incorporator - Charter National Founder
CNF - Charter National Founder
NCF - National Corporate Founder
NF - National Founder
MF - Master Founder
F - Founder
SGF - Supreme Godfather
SGM - Supreme Godmother
SRMG - Senior Ranking Magic group
SRLG - Senior Ranking Lady Guardians
GF - Godfather
GM - Godmother
RMG - Ranking Magic Group
RLG - Ranking Lady GUARDIANS

1. The letter markings "GM” stands for Guardians Mindanao, “GV” stands for  Guardians Visayas, and “GL” stands for Guardians Luzon tattooed on the superior area between the thumb and the point finger of the left hand to easily identify areas of membership;

2. The letter "GI" GUARDIANS International represents all members of the organization who are outside the Philippines, the Overseas Filipino Workers;

3. The mark of the GUARDIANS shall be tattooed on the right upper arm in the following manner:

4. PSEUDONYM. This is a descriptive name, an epithet or a nickname which is other than the member’s real name by which the member will be known and addressed by fellow GUARDIANS.

a. No pseudonym shall be allowed that may insinuate disagreement or hostility between people and could be destructive to the person, to the organization or to our country, or is patently lewd, obscene or posing anti-social behavior;

b. No pseudonym shall be a duplication of a known-to-be-existing pseudonym;

Section 3. CHANGE OF STATUS OF MEMBERS.

In case of change of status pursuant to Section 7 hereof, the affected member shall be marked with the appropriate marking in line with the original mark for all promotions, except promotion for ranks beyond Founder which shall be on top of the original mark that will reflect his present status, subject to promotional qualification procedure.

Section 4. ABSORPTION OF MEMBERS/TRANSFER OF MEMBERSHIP.

No member shall be absorbed or transferred from other GUARDIANS association or faction unless there is a Certificate of Clearance from the former aggrupation certifying thereof that the member is not liable for any responsibilities of any kind and of good morals and proper conduct. The finality of the transfer, however, will be decided and subjected to the organization’s acceptance.

Section 5. MARKING OF TRANSFEREES.

The initials “CAGBII” must be added to the existing marking on the right upper arm of the transferee. This will re-affirm the transferee’s sincerity towards his new affiliation.

Section 6. PROMOTION OF MEMBERS.

The approval of promotion of members will be under the discretion of the organization. The assessment of the ability of a member for promotion is determined by his current record of performance, as well as the level of capability as demonstrated with his current post. Additionally, consideration may also be given on the aptitude of the member judged by other means.

Section 7. CAGBII INTERNAL HOUSE RULES ON PROMOTIONS.

It has been prior agreed that there has to be a basic guideline and timeframe for members to escalate their rankings. These criteria should not be a solid base for promotion but just an evaluation of the member to be a candidate for ranking elevation. Nevertheless, the promotion will not be dependent on the length of membership, but by their responsiveness to change, their capacity of effort, the training base, the resilience and their potential to respond to the complexity of the top posts.

1. For an MG to become an RMG, a member should be active within one (1) year. In addition, an MG can be immediately promoted as RMG provided he has the proper documents to support that he is a degree-holder, having graduated with a four-year course from a reputed university.

2. For an RMG to become SRMG, the member should be active within three (3)years.

3. For an RMG to become a Founder, the member should be active within an additional one (1) year after becoming an RMG and have the capacity to recruit 15 members to be considered as a chapter.

Section 8. ADDITIONAL REQUIREMENTS FOR PROMOTION.

The following additional requirements are necessary to consummate the above-mentioned criteria.

1. Only ICNFs, CNFs and Legion heads are authorized to approve promotions.
2. All promotions should be accompanied with a letter of recommendation or endorsement from a higher-ranking official or from the council where the member hails.
3. All newly created chapters should wait for one (1) year maturity before any recommendations for promotion should occur.
4. All adoption for higher ranks should come from National Executive Council’s approval.
5. ICNFs and CNFs have the capacity to recommend a member to become an NCF.
6. All promotions should be addressed and approved by the National Vice President for Operations.
