ARTICLE IX
THE FOUNDER’S COMMITTEE
Section 1. The FOUNDER’S
COMMITTEE is composed of all the Founders who are
in good standing in the
organization for at least one (1) year in the association before being transferred or
absorbed by the organization and is neither convicted nor facing any criminal, civil or
administrative case involving moral turpitude. A Founder’s Committee President
will be elected to lead the committee. Of his own volition, he will select the
Founder’s Committee Vice President, Founder’s Committee Secretary and
Founder’s Committee Treasurer, who will hold office, in co-terminus with him for two
(2) years.
2. Foster and develop policies, promulgates rules and regulations, standards and procedures to improve quasi-judicial services based on sound professional
concepts and
principles;
3. Prepare a manual
prescribing rules and regulations for efficient organization,administration, and operations, including recruitment, selection, and promotion;
4. Conduct region-wide inspections for the proper evaluation of the efficiency
and effectiveness of all chapters;
5. Render report of its activities and accomplishments at the end of the Fiscal
year; and
6. Perform such other functions necessary to carry out the provisions of this Constitution and By-Laws.
1. He is the
ceremonial head of the Founder’s Committee.
2. He shall
establish appropriate policies and standards for efficient and effectiveoperation and promulgate policies, rules and regulations necessary in carrying
out the goals and objectives of the Committee.
3. He shall exercise supervision and control over the officers of the Founder’s
Committee.
4. He shall appoint Officers of the Founder’s Committee except as otherwise
provided by this Constitution and By-Laws.
5. He shall delegate authority to exercise any substantive or administrative
functions to members of the Founder’s Committee.
6. He shall act as the presiding officer during regular and special meetings of the
committee.
7. He shall perform all duties inherent to his position and such other functions as maybe directed by the National Chairman or by the Charter National President.
B. VICE PRESIDENT
1. He shall assist
the President in formulating, implementing, monitoring and evaluation of
policies, plans, programs, projects and governance pertaining to discipline,
security, and accountability of all officers and members of the Committee.
2. He shall
coordinate with the preparation of plans and programs related to efficient office
administration and development of human resources.3. He shall supervise the overall appointments of Officers.
4. He shall perform other tasks that maybe assigned to him/her from time to time.
C. SECRETARY
1. He shall
maintain the records of the Commission.
2. He shall maintain a log of the minutes of meeting in all meetings pertaining to the Founder’s Committee;
3. He shall perform other duties as directed by the President.

D. TREASURER
1. He shall be the
custodian of all funds of the Committee and keeps all financial records.
2. He shall sign on any disbursement of funds of the association, as countersigned by the President.
3. He shall submit an annual report of assets and liabilities at the end of every Fiscal Year.
Section 4. The Founder’s Committee shall be in unison during regular and special meetings and in cases that there needs an order, they will be the ones in-charge to provide
discipline amongst
members; remove, suspend, reprimand or provide advice depending on the
severity of the case.
Section 5. The promotion of ranks will be endorsed and approved by the Founder’s Committee.
